【2025.05.21】Greater Bay Area Low-Altitude Economy Alliance Proposes vLEI Integration with Digital Certificates for Cross-Border Low-Altitude Economy Applications
Against the backdrop of the SAR government's vigorous promotion of the low-altitude economy, amendments to the "Small Unmanned Aircraft Order" are underway. Recently, the Greater Bay Area Low-Altitude Economy Alliance held a press conference, presenting 15 amendment recommendations for the drone regulatory framework. These include "Hongkong Post issuing cross-border digital certificates integrated with vLEI (Verifiable Legal Entity Identifier) to enhance corporate identity verification" and "establishing a government-coordinated unmanned traffic management system (UTM)," drawing significant attention from the industry. Certizen Technology expressed its support for these innovative measures and announced its commitment to deeply participating in the digital transformation of the Greater Bay Area's low-altitude economy.
Dual Authentication Strengthens the Safety Barrier for Cross-Border Drone Operations
vLEI, recognized by the International Organization for Standardization (ISO) as a legal entity identifier, acts as a "global digital ID card" for enterprises and has already established authority in cross-border transactions and the financial sector. The proposal to combine vLEI with Hongkong Post's electronic certification technology undoubtedly provides dual-layered security for the low-altitude economy. Leveraging its mature server certificate and digital signature technologies, Hongkong Post can swiftly verify the authenticity of legal entities, while vLEI further ensures compliance for enterprises in international finance and cross-border transactions.
Notably, the "digital certificate + physical QR code" dual-verification mechanism eliminates the possibility of illegal drone operators engaging in cross-border activities from the source. When a drone is ready for takeoff, the digital certificate verifies the enterprise's identity online, while the physical QR code allows on-site inspection of equipment legality, leaving no room for non-compliant operations.
Technological Integration Empowering the Digital Transformation of the Low-Altitude Economy
The end-to-end encryption transmission technology adopted by Hongkong Post's digital certificates establishes an internationally standardized security barrier for command transmission and data exchange of low-altitude aircraft. The deep integration of vLEI with blockchain technology, particularly in applications on the Shenzhen-Hong Kong cross-border data verification platform, ensures data immutability and full traceability, significantly enhancing regulatory efficiency.
When this innovative authentication system is combined with the government-coordinated unmanned traffic management system (UTM), it will enhance real-time airspace monitoring capabilities. In the future, this model is expected to expand into more cross-border scenarios such as smart logistics and environmental monitoring. For example, Hong Kong logistics companies, leveraging vLEI and digital certificates, can seamlessly connect to the Greater Bay Area's drone cargo network, achieving standardized operations across the entire process from order reception and route planning to cargo delivery, driving the low-altitude logistics industry into a new phase of scalable development.
Certizen Technology: Leading Industry Innovation with International Standards
Certizen Technology will fully leverage its technological advantages to actively participate in the development of the Greater Bay Area's low-altitude economy. With its deep understanding of international standards and extensive practical experience, Certizen Technology aims to assist in perfecting the cross-border drone operation authentication system, promoting the standardized and intelligent development of the regional low-altitude economy.
