As the core event of the 24th Shenzhen International Medical Tourism Exhibition, the Forum is co-organized by the Greater Bay Area Medical Professional Development Association, the Qianhai Hong Kong Chamber of Commerce and the Hong Kong Public Key Infrastructure Forum, with the support of the Policy Research Centre for Technology and Innovation of The Hong Kong Polytechnic University.
Dr. Ko Wing-man, Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, Member of the Executive Council of the Hong Kong Special Administrative Region and Honorary President of the Greater Bay Area Medical Professional Development Association, will officiate at the Forum, and medical institutions, insurance financial institutions, experts and scholars from Guangdong, Hong Kong and Macao will meet together to discuss the development direction and policy synergy mechanism of smart healthcare.

Review of Collaborations from Previous Event
During the previous event, the Shenzhen Municipal Government Service and Information Administration, the Greater Bay Area Medical Professional Development Association, and Certizen Technology successfully formalized the "Shenzhen Administration Blockchain Platform Cooperation Agreement." This agreement established a robust service system grounded in the mutual recognition of electronic signatures and international-standard identity verification protocols.
As part of this collaboration, Certizen Technology has been designated as a Hong Kong partner for the "Shenzhen-Hong Kong Cross-border Data Verification Platform." In alignment with the "Legal Services Global" initiative under the Shenzhen Qianhai Belt and Road Legal Service Federation, Certizen Technology has also expanded its efforts internationally. Collaborative initiatives have been launched in Switzerland, Egypt, and other countries, providing cross-border identity verification, cross-border legal services and blockchain-based legal evidence solutions to support overseas enterprises.
2025 Plan for Deepening Collaboration
During this forum, a significant Memorandum of Understanding (MoU) signing ceremony will take place, marking a strategic collaboration among the National (Shenzhen Qianhai) New Internet Exchange Center, the "Legal Service Global" initiative under the Shenzhen Qianhai Belt and Road Legal Service Federation, the "YYT" platform of the Greater Bay Area Medical Professional Development Association, and Certizen Technology. The partnership will be anchored on the "Qianhai Trusted Data Space" and the "Shenzhen-Hong Kong Cross-border Data Verification Platform."
Beginning with the construction of cross-border medical data technology infrastructure in 2024, the collaboration will further enhance the legal and compliance support systems by 2025. This effort aims to establish a comprehensive and credible institutional framework to facilitate the secure and compliant cross-border flow of medical information.
With the advancement of both technical and legal foundations, the platform will be fully operational to enable the seamless integration of major medical institutions, insurance companies, and related service systems across Guangdong, Hong Kong, and Macao. This will pave the way for cross-border interconnection, mutual recognition, and full traceability of critical data such as medical records, sick leave certificates, doctors' prescriptions, and claim documents. The initiative will usher in a new era of comprehensive implementation for smart healthcare services.
